Effective Sept. 1, 2025, continuous passes, punch card and daily admission fees will adjust as part of the User Fees and Charges Bylaw (PDF), as approved by Council on April 15, 2025. The User Fees and Charges Policy (PDF), which was amended by Council earlier this year, states that a Consumer Price Index (CPI) factor be applied in budget years two through four of a Council term, of which the City is currently in year four of. Utilizing the Calgary and Region Economic Outlook report for reference, fees effective May 2025 will be adjusted by 1.7 per cent, in alignment with the report’s CPI projection. For community facilities like Genesis Place, the Town and Country Centre and Bert Church LIVE Theatre or services like Airdrie Transit, these updated rates will come into effect Sept. 1, 2025.
User fees and charges for City facilities and services are guided by the User Fees and Charges Policy, which was amended by Council earlier this year. The policy states that user fees and charges will be set by a market rate alignment within a set radius of a facility in the first year of a Council term and then adjusted by a Consumer Price Index (CPI) factor in years two through four.
The User Fees and Charges Policy ensures proposed rates are presented for approval in the spring of each year so that user fees and charges revenue can be built into the City budget for Council deliberation in the fall. The User Fees and Charges Bylaw No. B-41/2023 list fees and charges assigned to City services which are calculated under the User Fees and Charges Policy. The policy does not apply to taxes, levies, fines, penalties, fees established in contracts or through procurement process, or utility service rates for sewer, waste, recycling or water services.
Fee adjustments for recreation and transit come into effect in September of the year prior to align with major user group contracts, where other proposed City user fees and charges come into effect in January of that year.
A scheduled fee adjustment for Sept. 1, 2024 was tabled for policy review before its approval as part of the 2025 budget deliberations last November. This delayed the scheduled fee adjustment for recreation, which typically takes effect in September.
