Contractor health and safety orientation

The City of Airdrie requires all contractors to complete a health and safety orientation to meet the City of Airdrie's obligations to provide a safe workplace for staff, contractors and visitors.

Please ensure you are following safe work protocols for all known hazards in the workplace as identified on your field level hazard assessment and your employer's health and safety protocols.

Contractor and employer obligations under legislation

Employers are obligated to:

  • Protect workers, contractors, and visitors.
  • Encourage safe behavior.
  • Ensure compliance.
  • Communicate roles and responsibilities.

Contractors are obligated to:

  • Ensure processes and procedures performed by workers under the control of the contractor do not create a risk to the health and safety of any person.
  • Ensure work sites under their control do not harm the health and safety of any person at the work sites.
I understand my obligations and responsibilities as a contractor and those of my employer.

Emergency evacuation requirements

As a contractor, you are responsible to:

  • Familiarize yourself with your work area and know your exits.
  • Know where the muster points are for the facilities you will be working at.
  • Evacuate the building when the alarm sounds and do NOT use any elevators.
  • Check in at the Muster Point.

Three basic health and safety rights

Right to Refuse Unsafe Work

  • All employees have the right to refuse work they believe may be dangerous to their health or safety, or to that of others. Employees who are not issued nor have proper and adequate personal protective equipment, training or a clear understanding of their job procedures can exercise their legal right to refuse the task at hand.

Right to Know

  • You have the right to know about workplace hazards and have access to health and safety information at the work site. Your employer has the responsibility to make you aware of your rights and duties under Occupational Health and Safety laws. Your employer must also provide you with information about hazards at the work site, how to eliminate or control the hazards, and any relevant work practices and procedures.

Right to Participate

  • You have the right to meaningful participation in health and safety matters at your work site, including the right to express any health and safety concerns. As much as reasonably practicable, your employer must resolve health and safety concerns raised by any worker in a timely manner. An effective mechanism to address health and safety concerns is through a company’s Joint Health and Safety Committee.

Field Level Hazard Assessment (FLHA)

A FHLA is an administrative control used to address hazards that show up because of changing circumstances at a work site. As a contractor, you are responsible to complete a FHLA:

  • At the beginning of the shift, before work starts on at a new site.
  • Before a project begins.
  • Before equipment or materials arrive at the site for the first time.
  • Before a critical task in the shop or field.
  • If tasks or activities change.
  • When information about the work changes (e.g. changed plans, unexpected characteristics of the task such as new configuration of equipment).
  • Upon identification of new hazards.
  • If there are changes in the site environment, such as the weather.
  • When new workers or contractors arrive at the site.
I understand my responsibilities in completing Field Level Hazard Assessments and if using my own, I will provide a copy to my City of Airdrie contact.

Reporting issues and incidents

I understand all hazards, incidents, near miss events, unsafe acts, and unsafe conditions must be reported to your City of Airdrie contact as soon as reasonably possible (preferably within 24 hours).
I understand that it is my obligation to notify my City contact immediately after personal injuries, fatalities, environmental incidents, or major property damage.

Equipment, devices and PPE

As a contractor, it is my responsibility to:

  • Have all tools, equipment, and ladders inspected prior to use.
  • Have a fall protection plan in place when a worker may fall three metres or more, and the worker is not protected by guardrails. As a contractor, I must use (and be trained to use) a fall arrest device
  • Have all sources of energy isolated, locked out and verified prior to servicing or repairing equipment.
  • Provide and use the required personal protection equipment (PPE) which must be selected and used according to the hazard of the job and must be determined prior to starting work.

Hazardous products

I understand that a safety data sheet must be available at the work site where the hazardous product is used.
I understand that all hazardous products must be disposed of in a safe manner.
I understand if I will be handling hazardous products, I must have WHMIS training.

Harassment and violence in the workplace

I understand all contractors are expected to work in a respectful manner.
I understand that workplace violence and harassment will NOT BE TOLERATED and may result in the termination of contracts.

Rule enforcement and contract cancellation

I understand that as a contractor, I am responsible to work in accordance with the requirements established by the City of Airdrie Health and Safety Program, and the Alberta Occupational Health and Safety Act, regulations, and code.
I understand that, I am required to have a valid orientation card with me.
I understand that, I am required to sign in and out in a contractor log.
I understand I will receive a facility access card when signed in at a facility and will return the access card when signing out.
I understand that any contractor that does not conform to these requirements may face cancellation of their contract with the City of Airdrie.

Fitness to work

I am aware Emergency Response Plans will be posted in the facilities and understand I must locate the muster points for each City facility I will be working in.
I am trained and competent to complete the tasks relating to the work you are hired to perform.
