Protests, petition signings and rallies

Organizers of a protest, petition signing or rally do not require an event permit or a protest permit for small group gatherings on public property. Access to private property (including parking space) would need to go through the land owner.

Groups are allowed to set up outside of City facilities (on public property) as long as they are not:

• Blocking entrances or interfering with municipal operations
• Impeding vehicle or pedestrian traffic
• Harassing the public
• Creating a safety hazard
• Refusing a lawful direction issued for legitimate operational reasons

If groups want to use space inside City facilities, they need to use the room rental process and follow all of the rules of using City facilities.
